I WAS informed to-day by the American chargé d'affaires that he intends to lay before the Wai-wu Pu on the 20th instant an official proposal on the part of his Govern- ment, suggesting the internationalisation of all railways in Manchuria. Mr. Fletcher stated that His Majesty's Government had expressed their approval of the proposal in principle.
He was anxious to know whether I had received instructions to use my influence with the Chinese Government in order to secure Japanese participation in the Chinchow- Aigun Railway, as he was in receipt of instructions to support me in this direction. Before making any such suggestion formally to the Chinese Government he thought it would be advisable to acquaint the Japanese Minister verbally with our intentions, and proposed that we should jointly speak to Mr. ljuin in that sense.
